Wigan gets affordable homes boost as new properties are set to be built

County Council officers in Wigan are delighted to have successfully secured more investment from the HCA (Homes and Communities Agency). The funding means the council will continue its partnership with both Wigan and Leigh Housing, which has so far delivered over one hundred much needed, new affordable homes that offer cheap home insurance quotes throughout the borough in the last twelve months.

The HCA are the national housing and regeneration agency for England and although Wigan council has certainly secured support from the HCA the procedure is still in the early stages with plans and specific amounts on funding yet to be finalised. Wigan Council is hoping to build around seventy-five new properties that would be protected with buildings and contents insurance and be of a high environmental standard. The scheme would help to regenerate council land that has been vacant for some time and provide construction jobs for local residents.

Councillor Kevin Anderson said: “This funding, plus council money and land will ensure continued investment in affordable homes over the coming years, which will be available to rent. We aim to build on several small schemes across the borough as part of continued improvements to our stock of properties. At a time when the government programme is being cut and many other areas have missed out, this represents a major success for Wigan.”

The council have been eligible for funding for the last two years and have already built properties in Leigh and Scholes. In addition to this, developers in the borough have also qualified for further HCA funding at ten private housing sites. Redrow homes plan to build almost 150 two, three and four-bedroom affordable homes in Wigan. They are very confident that their collection of traditional looking properties which combine the best of old and new will be just as successful in Wigan as they have been in other areas of the United Kingdom.

Rural housing targets are falling short of requirements

A new report has shown that affordable housing is in short supply throughout the rural areas of East Staffordshire. The area should be building three-hundred rural affordable properties per year, however, so far this year only 50 properties have been completed.

The figures form part of the research carried out by the Countryside Alliance which shows that across the United Kingdom, local councils are continually failing to meet building requirements. ESBC (East Staffordshire Borough Council) along with the Trent and Dove Housing Association have defended the areas house building record.

Ron Dougan, Trent and Dove’s chief executive, said “Since the transfer of housing stock from East Staffordshire Borough Council in 2001, Trent and Dove has invested heavily improving its housing stock in urban and rural areas of East Staffordshire. It has also built 480 new homes in the borough, exceeding its target year on year.”

In addition to building new homes, Trent and Dove Housing Association have also demolished old, run down streets where people no longer wanted to live. The areas of demolition came about after consultation with residents who believed that anti-social behaviour in the area made the buildings untenable. They not only re-built the houses, they also re-built a neighbourhood that the residents are proud of. The 150 award winning new homes are fully occupied, protected with house insurance online and are much sought after by local people looking for a new home.

East Staffordshire Borough Council feels the research is out of date and insist house-building has improved. However, they say their ability to secure the number needed is constrained by the current economic situation and the availability of Government grants. Residents are also calling for affordable housing with cheap household insurance to be part of a planning application currently being submitted for a major housing and business development in the area.

Residents still hopeful that a new development will be rejected

Residents in Wiltshire who are trying to block a housing development remain hopeful that planning officers will reject the application in the next week. More than 150 people living in Malmesbury have sent in letters of objection to the council who have also confirmed that not one letter of support has been received.

The development would see eighty new properties that would attract cheap house insurance, along with a community centre, improved roads and a park. Residents are concerned about the increase in the chance of flooding, traffic and unwanted pressure on the local schools. They had a meeting with the town council’s planning and environment committee last month to voice their opposition. Residents feel that the introduction of houses in Malmesbury will almost certainly encourage motorists to use the narrow village lanes (which are unsuited for increased traffic) to access nearby towns and villages. Villagers believe that although only eighty properties are planned it could be the thin end of the wedge and pressure to build more will follow.

The overriding opinion of residents is that the application is refused as they do not wish to see the countryside spoiled. They say flooding of the roads in the area is already a problem and the increase in traffic would be dangerous for all children walking to school. The current education facilities would also have to be improved to meet the needs of the young children living in the new housing if the plan goes ahead.

Resident Edward Ledwidge said: “The proposal is considered to meet a need for new housing, including affordable housing, within North Wiltshire and the settlement of Malmesbury. It has been demonstrated that the council do not have a five-year supply of housing land as required by national policy and the application site is not subject to any physical, environmental or other constraints that would prevent housing development taking place.”

Housing plan held up after concern for rare birds

A decision on a plan to build over seventy new homes in a Strathspey village has been delayed for further investigation into the measures needed to minimise any risk to endangered birds.

Davall Developments submitted their application over two years ago for the residential development, but Cairngorm National Park Authority planning officers have recommended that the plans be refused because the proposals did not fit in with the special characteristics of the site, and that important species of birds which include the capercaillie, will be at serious risk. However, local residents are in favour of the plans, saying that the village needs new affordable homes which local people can buy and protect with household insurance.

During the meeting, the CNPA (Cairngorms National Park Authority) planning committee voted 8-7 in favour of delaying the final decision. They want the developers to draw up a much more detailed and comprehensive list of measures to demonstrate that the development will not have an adverse impact on the capercaillie and the red squirrel which is also at risk.

CNPA planning officer Andrew Tait, said “We know there is a serious and urgent need for affordable housing in Boat of Garten but there is a strong body of evidence against this site for development.

“Government reporters have twice considered this site and have consistently disagreed with development in this area due to its importance nationally and internationally for the capercaillie and red squirrel, especially in relation to neighbouring Special Protection Areas for capercaillie – one of Scotland’s most threatened species.”

Cairngorms National Park Authority planning committee do admit that this has been a difficult application to determine because there are valid arguments on both sides in terms of the needs of both the community and protecting the natural heritage of the local area.
