Final decision on a new large housing estate to be made

Campaigners are urging local councillors to reject proposals to build as many as 450 new properties on green fields close to Bingley in Yorkshire. A planning panel are due to hold a meeting to discuss the plans for a new housing estate and dozens of objectors are expected to be at the meeting to voice their concerns.

Council planners believe the houses that will attract plenty of interest from home insurance companies are needed, but the Greenhill Action Group want the plans rejected which would then result in a public inquiry. Any development would be subject to financial contributions from the developers towards improvement schemes such as roads, parks and a community centre. The site has been designated for housing for some time but campaigners feel it should never have been earmarked in the first place because of the poor access. The Greenhill Action Group has also recruited two planning consultants who hope to put the protesters case at the forthcoming meeting.

A council spokesman said: “There is substantial opposition to this development from the local community. It is clear from the letters of representation that one of the main concerns of this scheme is how traffic from this development will create highway difficulties due to the provision of a swing bridge over the canal. It is, however, considered by the council’s highway engineers that the provision of a replacement swing bridge is acceptable and there would also be new traffic lights and improvements to the other junctions.”

The council feel that any harm from the development would be less than the benefits for the area and will go a long way towards meeting the housing requirements. They also believe that the need for housing should outweigh any objection to the plan. The action group argue that the swing bridge will cause major problems if it suddenly breaks down or when emergency vehicles need access to the estate.

New rules could see green belt land disappear

Campaigners are concerned that local objections are not going to be enough to stop a huge number of new homes being built in picturesque villages. They fear at least 140,000 properties will be given the green light to be developed in England’s “green and pleasant” land.

The CPRE (Campaign to Protect Rural England) claim new rules will be used by developers which will allow them to revive some of the most unpopular schemes. Most at risk are the areas that were earmarked for development by the former Government before being shelved by the new coalition partnership. They include Cambridgeshire, where 4,800 new properties are planned on an area of Greenfield land. Currently 51% of authorities in England have plans identifying how many new homes are needed and where they could be located, with most of them earmarked for Greenfield sites. Research by Campaign to Protect Rural England found a total of 140,000 potential new homes could be built in the countryside and residents will be hard pressed to stop the developers.

Paul Miner of the CPRE said: “That will be the tip of the iceberg because other councils don’t have local plans at all. Current planning laws favour the reuse of Brownfield sites but the new rules effectively remove the protection for Greenfield land – the countryside. Developers will go for the areas where the local plan has identified a need for housing as it will be harder for the council to refuse permission. Any builder refused permission will simply appeal, citing the local housing shortage. Lawyers will have a field day.”

The controversial scheme was drawn up under the Labour government, with the houses, which would all be protected with cheap house insurance, designed to have minimal energy use. However, campaigners fear schemes which have previously been defeated by local residents could be revived. They are worried that developers will not go away if they get rejected and settlements will be saddled with an inappropriate scheme despite local opposition. There is also concern that developers are already applying for permission under the principles set out in the new rules. Only last week developers won an appeal to build 230 homes and get house insurance quotes on them in Leicestershire, despite the council unanimously rejecting the plan.

More green areas to be used for housing developments

Campaigners in the West of the United Kingdom have urged the Coalition not to allow a development boom on green fields. They fear the Government will relax the planning rules when they publish a long awaited National Planning Policy Framework.

Campaigners are worried because in a leaked draft it suggests new legislation will tilt the balance in favour of developers, which would leave large areas of the countryside open for housing developments. It would appear the new rules will require a local council to show that an application to build new homes on an area of Green Belt would cause an adverse impact on the area which significantly outweighs the benefits of having new properties, a complete reversal of the procedure at the moment.

The coalition scrapped the highly controversial Regional Spatial Strategy which would have seen 600,000 new homes built in the South West over the next fifteen years, a proposal that was very unpopular throughout the region. However, they are keen to make sure that more homes are built, and they will instead introduce a New Homes Bonus which will give the councils money for each property that they approve. Developers will also no longer have to focus on previously developed land or a brown field site.

John Blake, branch administrator of Wiltshire Campaign to Protect Rural England, said “There is a huge amount of pressure about to build new houses. The council gets a bonus for each new home that is built, but it does not have any money for the infrastructure. So it needs the New Homes Bonus so it can afford the infrastructure. We do not want to see homelessness or a lack of housing but at the same time we do not want to lose our green spaces.”

While those looking to purchase cheap home insurance for a property in a pretty green field development will be delighted with the news, campaigners feel the relaxed rules will allow developments completely unsympathetic to their natural surroundings will now get the go ahead.
